Well, I will not hold my breath here but to complete the 1st leg you are going to need a minimum of 254 packs. That's somewhere just short 2 every hour the 1st leg of event is available, meaning it is probably going to be near impossible to complete the last leg without a haul of rubies, deputies, or chests. Will have to see how this one plays out, but there is definitely no "good will to man" here.
Just out of luck, I started a 24-hour Deputy right at the beginning of the event. The upgrade requirements looked to be excessive so it appeared to be a resource toilet as already stated.
After 24 hours, the event was opened and the upgrade requirements were GREATLY reduced. Going to have to remember this for next time.
With the 24-hour Deputy and a few more upgrades, Stage 1 weapon is still 4 upgrades short of being complete. The compressed time for each level (compared to a single stage event) intensifies the need for resources.
This event appears like it may take another long-term Deputy or two. Fortunately, I still have a few 24-hour Deputies from the long-defunct Forge. Gotta spend some to get some. (The old "break some eggs" analogy.)
If you setup the Legendary Naval Commander x 1 and then kick off the Deputy x 4 or 5 .... you gain extra time for nothing. The Commander does not add time to existing Deputies that are Active,
If you kick off your Commander and then start 6 deputies you should get just about an extra 20 hours, don't quote me.
Stage complete, you need to upgrade 100% to complete the stage, now just hoping Gameloft doesn't ruin the second stage with the silly high requirements for upgrades!

Usually GL waits until Stage 3 to introduce absurdly high upgrade requirements. Stage 2 is typically "painfully" high. They must figure that they have you sucked into the event and will impale you with upgrades. Players will comply to get the rewards. I fall for it every time.
Running a second 24-hour Deputy now between stages. Will probably also need another between Stage 2 and 3.

Weapon stats up a bit, but good point is spread is still tight and upgrade costs not quite as scary as they have been previously, thankfully...
There's still a tighter timescale to complete so that will mean using resources, lets hope it's worth it and it's not a Christmas 'resent' rather than 'present'.

At the end, the weapon is bound to be useless. There hasn't been a devastating assault weapon in some time so this one will probably follow that path.
The 13* SMs are a bit of a dilemma. Sure, they give an extra 5% in Spec Ops but unless they have a 5% or 10% attribute that is not much of a boost considering that a gold drone will give 15%.
PVP might be their best use but they don't have a shield so are easy targets to slow down or disable. Maybe their final, fully upgraded value will make them tough kills. We shall see. The assassin is about the only use for my base and it has a spawn attribute that can be an easy kill.
Had there been a 13* Protector or Suppressor with a frost shield then that would have been significant.
