Nice thought, but as usual there's something wrong with it.
The holo gives an extra 15 seconds on PvP which have snipers, so not much of a benefit really. The weapon, nowhere to be seen, anyone found it?

The weapon is not in Inventory. Announcement from GL:
"ANNIVERSARY GIFTS
Why doesn't the holobadge have the ability you voted for? Well, without spoiling anything, don't worry, you will see that ability in action soon!
Your vote matters and you will see it in the game!
The weapon will be sent out to all of you very soon!"

Never without an issue of some sort, translated I think it reads 'we forgot the weapon and you can pay for the ability'.
